Uno dei problemi piu’ gravi del processo di ricorso e’ che coloro che fanno ricorso non corrono nessun rischio, indipendentemente dal fatto che siano parte lesa o no. La Federazione Mondiale (WBF) ha stabilito qualche anno fa un deposito di 50 dollari per fare ricorso, e la Federazione Europea (EBL) e altre federazioni hanno procedure simili. La Federazione Americana (ACBL) punisce con sanzioni i ricorsi considerati ingiustificati. L’idea di fondo e’ che se qualcuno fa un ricorso che viene ritenuto irragionevole, costui perde il deposito o puo’ subire sanzioni, come ad esempio restrizioni future nel gioco. One of the major issues with the appeals process is that there is no jeopardy to a side appealing, whether they are the ‘offending’ side or not. The WBF instituted an appeal deposit of US$50 some years ago and the EBL and other jurisdictions have a similar scheme. The ACBL has sanctions in place for what are deemed frivolous appeals. The idea is that if one lodges an appeal and that appeal is judged to be without merit, the appealing side loses its deposit or may suffer sanctions such as restricted future play. Se la legge viene infranta, il movente può essere preso in considerazione per determinare la sentenza, ma non il verdetto.  In law, in most cases, guilt or innocence is not determined by motive. If one breaks the law, motive may be taken into account at sentencing, but not in determining the verdict. Part of the reason for this is the difficulty in assessing motive, but the major part of it is that it is an action that is deemed illegal, not a motive. For example, armed robbery is not excused because of the need for money, however dire that may be. ACBL tournaments are noted for their ability to handle walk-up entries, even in elite events with hundreds of tables. Only events which require seeding of teams require some sort of pre-tournament entry. For all other events, entries are accepted up until game time. Bridge and golf have many similarities, not least of which are the unique patterns of concentration each requires for expertise. Golfers need to concentrate for a short span on each shot, say 45 seconds 70 times per round for the best professionals. Bridge players need to concentrate for longer periods of time with shorter breaks in between. A round of golf takes about the same amount of time as a pairs session (or a 32-board teams segment) of bridge. One more similarity between the two games (this one rather amusing) is the commentary. Di questi tempi non è facile organizzare un Campionato del Mondo di Bridge, sia in termini di spesa che di logistica. I Paesi Bassi si sono sempre distinti per la loro abilità organizzativa, e in questa occasione non sono stati da meno. It is no trivial matter to organise a bridge World Championship these days, both in terms of expense and logistics. One country which always does an admirable job is The Netherlands and such was the case here. Hans Melchers stepped up with the cash and the Dutch put forth a tremendous effort on relatively short notice. Bridge has truly hit the big time. No, I do not mean bridge has been admitted to the Olympic Games. However, bridge is now listed on at least two sports betting sites! The sites are PAF, www.paf.com/betting, an organisation with offices in Finland, Sweden, Estonia and Spain, and Unibet, a Spanish betting site resident in Malta at https://es.unibet.com/betting and the Bermuda Bowl is the game. 40th World Bridge Championships 2011 – Veldhoven, The Netherlands, 15-29 October 2011.  The World Championships are coming. John Carruthers is a Canadian top player and a well-known bridge writer. He is the currently Editor of IBPA (International Bridge Press Association) Bulletin. In the latest  issue  (August  2011) John Carruthers devoted his editorial to some qustions related to juniors competitions. An open letter by Kees Tammens to WBF (World Bridge federation) inspired John’s article.
